With everything he helped do with the TVA to take down He Who Remains and all the timelines that now exist in no small part due to his actions, doesn’t he fall a little too perfectly into that description?]

That actually does make sense. It might not mean anything to some, but creating connections through sex can be quite powerful even if it is not thought of that way by those involved. Intimately connecting two people that should not have met could be, and I suppose is, quite powerful.
