[Figures in the entertainment industry certainly can be influential. If they get popular enough, they can change public opinion on certain matters. Eichi once suggested that if they work hard to gain more influence, they might even be able to change the law—like drumming up support for same-sex marriage, for instance. (This was the example he used.)

And the entertainment industry also has its fair share of corruption, too, harboring criminals who accept bribes, launder money, forge ties with the mafia, and even have people killed. Thanks to his unitmates' connections, Hiyori's heard more about that side of the industry than he ever wanted to know. And idols can also save lives—potentially, anyway. How many artists and entertainers have been told by some fan or another at some point, "It was your art that saved me"?

Still. It doesn't change that he's no emperor. And in any case, how was having a bunch of meaningless sex supposed to change his fate? Unless they intend to gather footage and release it back home, so he can no longer have any influence on society...

In the end, it probably does no good to think about this stuff. He gets a headache when he tries. Loki at least seems to have gotten something out of it, and that's good enough for him.
